Issue: (for this specific case)
The SQL Server Server Properties - Database default locations - had Data and Log paths that did not exist.
Resolution:
1. Create File Systems locations for Data and Log or point to existing locations.
2. Edit the SQL Server Server Properties - Database default locations - and enter the locations for Data and Log files to be stored.
3. Re-run SQL Server 2014 SP2.
